French Enameled & Gilded Frame, Circa 1890

Rectangular gilded and blue enameled frame with an inner oval outlined with gilding and black enamel.  The corners are decorated with cross designs.  Marked on the back of stand:  Payne & Son, 32 Lowndes St, Belgrave Square (London).
